This presentation provides an overview of the New Jersey Tiered System of Supports for Early Reading (NJTSS-ER) Framework and its alignment to current state literacy priorities and legislation. Designed to strengthen early literacy outcomes for all students in kindergarten through grade 3, NJTSS-ER offers districts a cohesive, data-driven approach grounded in MTSS and RTI principles.
Participants will learn how NJTSS-ER integrates universal screening, diagnostic assessment, progress monitoring, and aligned instruction across three tiers to support strong early reading development. The session will highlight how districts use continuous cycles of data-informed decision-making and structured implementation processes to strengthen Tier 1 core instruction, deliver targeted and intensive interventions, and sustain effective practices over time. Statewide impact data will be shared to demonstrate how NJTSS-ER implementation builds district capacity, strengthens instructional systems, and supports measurable improvements in student reading outcomes.
